April Week-end in Los Angeles, daVine

Cold --hot --rain --wind --ice balls --fog --hail --hot --local snow down to 1,500' --but if you're still not sure whether weather change is real, un-natural: billionaire brothers Koch, those wily owners of politicians, teabaggers, lobbyists, "think" tanks, "reporters" and coal they want to keep on mining without planet-lovers bothering them --surely spending their money well.
oh well, They just keep local yokels focused on "tobacco" --on cigarettes while 271 MILLION pounds of toxic carbon waste falls on all --changes all, every year.

This week-end: 0heat is on, in Los Angeles, dress accordingly, and go --close to home.

Silver Lake: NC Listening Saturday

Silver Lake Neighborhood Council will be 'open' Saturday morning-- for listening to thoughts, opinions, plots, schemes. Show up, give them an earful, don't show --don't complain when they don't do your idea, none of the board on record as having ESP.

It's going to be held on anniversary of attack on the US --why? Ask them then come back and post here. Instead of at usual coffee house, for some reason it's:

Your government --'hard' at work
The e-mail about this landed in my in-box lunch time Wednesday, I saw it about two hours later. I opened the link, stupid PDF file, and first thing I read:
"...according to Title II...we don't discriminate...if you need assisted device, translator [etc.]
you must give three business day notice."

duh --Wednesday afternoon to Friday: not three business days. Notices out of SLNC, past months, arrive practically on top of event date, I don't even bother posting them, this one too stupid to let slide.

Called a SLNC board member. I could detail the conversation, but I'll skip to the point: SLNC notices have to be sent out by DONE, and used to be handled: by 60 people who did the work of making LOCAL empowerment happen. Now? The brilliant humps squatting on City Council: slashed DONE's budget so severely: 17 people are left to do the work of the now-missing --including, it turns out, the person who sent all the notices for all the Neighborhood Councils, and kept up the mailing lists; also: person who wrote the checks for all the NC's. Cool.

Why bother manipulating in secret to cut neighborhood/stakeholder power, oversight, in-put --of Neighborhood Councils, if staff cut so severely things don't/can't get done. Slick. Why the attitude? Think stakeholders of Bell getting screwed? It is DIZ-gusting what LA City Council humps are paid --supposedly to do the business of running Los Angeles --into potholes.

The least among them: pockets $191,000 every year, for up to 12 years PLUS free car + gas --rent, supplies, postage and, hmmm, "expense account" + "discretionary" account.

How did Prince Eric and his co-conspirators get nearly 1/4 million a year each? You, dear voter: fell for Prince Eric's con, his 'good' deal slid onto the ballot --on no time for serious or even public debate. His "offer": extend their term limits to 12 years, just 12 little years and then poof, we'll be gone. While everybody was watching the right hand --Prince Eric slid his pay deal in with the left.

Eric Garcetti: wrote the bill that gave LA City "Council" salary, wait for it, tied to salary of California Superior Court judges. tada --Plus, no dummy Eric, he made it auto --as in: every January all 15 humps get "auto raise." Pop quiz: think anyone sitting on City "Council" have degrees, knowledge, experience, expertise of a Superior Court judge?

The Los Angeles City "Council" plan for dealing with massive debt, deficit they caused? Well, they stay home once or twice a month, or they leave early on Friday. hmmm, Sounds a lot like business as usual, since City still in debt --libraries lost 28% of budget --taken out on staff, shut-down two days a week, now. Parks & Rec taking huge hit, and on it goes.

All over the City, including the Mayor --cuts, hits, salaries, slash and burn, everyone every department except: Prince Eric and his cohorts. They: still 'worth' salary, "expense account" as usual. oh well?

The Mayor suggested they take a salary cut, various local groups have asked -voted for "council" "reps" to take salary cut, but in the paraphrased words of Bernie Parks--why is that fired ex cop still on public dole--in response: 'it's our pay and we're gonna keep it.' --He tossed part of his "discretionary" account: at paving some allies. Cool. That will feed lots of folks, and nice 'help' on getting missing textbooks into schools. Way to go, Bernie, too bad the Controller cut you off from flying around the country, looking for NFL team. But hey, the scam on voters to get one anyway, working out okay.

Well, voters didn't catch Eric's sleight of hand, voted for his fuzzy math, so he and his 14 pals get to keep on doing sly deals in the back room, screwing up, AKA 'managing' DWP, and doing helpful stuff, for like real estate guys who like want stuff. --No time to examine CRA --or snatch ink pad away from Planning Dept, and others who keep on keep'n on, business as usual, while the City stakeholders get ever-less --services, quality of life.

YOUR City Council rep: pulls down nearly $250,000 a year.... Libraries: closed two days a week...DWP jacks up rates, uses grants meant for residential Green reimbursement --to help their books.

Prince Eric & pals: kinda like mega-corporations who always want employees to do more work for less, so the "important" guys at the top can get More....

This isn't over. I made some calls, start --to figure out what to do about DONE, among other things. If community doesn't/can't get notices about Neighborhood Council --NC can't get checks written, then Silver Lake Neighborhood Council and all the others will die. Real simple.

(Could you use a funny: called Eric's office to talk to legislative aide; receptionist: what do you want to talk about? Me: DONE. She: done what? Me: very funny, connect me please. She: to whom? Me: legislative aide. She: which one? Me: any one who could deal with DONE. She: but which one do you want? Me: how many have you got right now? She: none; they're all in a staff meeting. YEEOUZA, Who's on first, lol, she's an idiot, guess Eric got a "bargain.")

Meanwhile: you can Read ALL the fine print in ballot issues --that stuff Matters. Eric Garcetti KNEW what he was doing. --If you don't vote --vote, don't inform yourself --then, after a judge told the Mayor "tax not legal" --you get slapped up with 10% tax on your phone bill, ten days after election, cuz the ignorant voters Made it legal. oh well, You won't mind paying that tax --every month --forever, permanently, and for "ANY telephone device created in the future" right?

You CAN make Silver Lake a bit more daVine --pop over to the meet & greet Saturday morning --share your thoughts, ideas --participate. They will consider your ideas, but first they have to Hear them.

Mine? I got Tons. Like: jacaranda trees --I still want planted all around the border of Silver Lake, as they are length of SL Blvd --drivers to know instantly they are Inside Silver Lake, we get the flowers and the perfume and the beauty.

Bird houses --put up all over the place; organically around the Meadow, for example. We are loosing birds, song birds at alarming rate. Those toxins people STILL use on lawns, for "weeds" sheesh, NOT helping --you, children --lawn --birds, and, duh, wind up in the ocean, killing off fish, coral, life. I've written on this before, so short version: if country continues to loose birds, insects will flourish --bottom line, no joke, missing link = survival of humans at risk.

Can't manage a bird house at your house: plant a bush/tree that will give birds berries --fruit, in winter; put out a bird bath in winter, or a feeder. No food, no water = no living birds.

And the #1 thing I want? Fireworks! Second most popular page I ever wrote on this site: "Where Are the Good Fireworks" list. Every year: Loads of peeps look for "fireworks in Silver Lake" in all the search engines, land on that page; first paragraph: wanting fireworks IN SL --so I'm not alone. Me: I want to see fireworks anywhere in the 'hood, but I'd Luv to see them on the Meadow... daVine.

Silver Lake Council: August Meeting

Silver Lake Neighborhood Council board will meet:

All Silver Lake stakeholders are invited. If you want to speak: pick up speaker card near the entrance. Be BRIEF --they only allow three minutes per person, which I think is stupid, but they are rigid, so talk fast.

They sent the Agenda, as usual, in pdf form. Truth to tell: hate pdf; don't know how to copy/paste pdf and they don't send "print" version.

among many others

You should show up anyway:
they are making decisions that affect you -neighbors -whole community, and they get $50,000 a year to spend, so give your ideas on How. --How about: they save some for next July 4th --or New Year's Eve and shoot fireworks on the Meadow. Hey, maybe Griffith Park and/or Echo Park(?) NC would team up, for a reelly big shew. lol, That would be so Great.

Plus they're deciding on sound-proofing Bellevue Park. Minutes of last meeting indicates: screwy planning, so have your say --or don't complain later.

ugust...August??? What happened to Spring? Hmmm...well it's still Summer, for one more month... what to do with what to do...a month with No holidays, no obligations, no Musts...but August 2 is: Ice cream Sandwich Day... a month when watermelon -nectarines -plums -peaches loaded with sun and sugar, say Summertime, is there a better thing than fresh Peach ice cream, you can't have it any other time, which makes it sweeter...

like books... for the long stolen afternoon... some awfully good reads this year, no matter who does what --in DC, Hollywood, Alaska, nobody is going to kill books, cherished -revered -reviled, we still want them...while sitting under that sunny sky, against that perfect Griffith Park 'back-rest' tree, sandwiched with peach ice cream and the good Summer read...

...make it sweet for someone else: send Project Angel Food a check for the bed-bound; Meals-on-Wheels for home-bound senior adults, or for all the newly-hungry, Salvation Army... just $15: more than they have now, combined with a few pals -nieghbors, each who reads, could be all the difference to the newly home-less ...to make it all sweeter...

what to do with --visitors: a tour of course, un-like any Universal, most natives ever heard of... with the tots? before/after day -camp programs...for grown-ups: wow, not every movie for the comix-fan 14-year old male lemming crowd this summer: Julia Child and a pair of art collectors...

108 in Oregon (yikes)... year Two of Texas drought --shriveled cattle & crops, left-overs will impact shelves, wallets... 8,000 spy cameras and floods in New York... when water gets Scarce, you're Thirsty: will you be glad you flushed the plenty into the ocean, dumped into the Lawn???

SL Neighborhood Council Election: Singing...Over...

Silver Lake election: held fall 2007, results held up because there were two challenges.

Challenge: filed by candidate Noah Stein, on his opponent for alleged campaign violation at polling place.

Challenge: filed by Election Committee Chair Leanna Dickstein, on At-Large candidate Jason Lyons on using SLNC e-mail for campaign.

Summary of election here without much specifics, except the new SLNC board does not include either candidate, which means: Challenge by Noah Stein was not upheld. Challenge by Chair Dickstein was upheld, as the new board does not list Mr. Lyons.

All the new board members, listed in the annual report, were seated mid-December. I don't know how to copy/paste from pdf (hate pdf) pages (if you know how: please post in Comments below or shoot over in an e-mail), so you can read their names in the 2006-2007 Annual Report.

The board is almost entirely new people --neighbors, who got involved, asked for votes, got elected --represent us, in each region of Silver Lake.

What's it got to do with you? You CAN have influence over what goes on in your neighborhood --your street, your block. You have a representative --speak up. Your ideas to your board member, they to other members, together: influences what happens in Silver Lake, in Los Angeles City Council. --IF the board is receiving in-put from the community. Silence: not golden.

SLNC: looking for ideas...how to involve more of the community.

SL Board members also: work with other Neighborhood Councils, nearby and across Los Angeles. So what? With in-put from stakeholders, together: they can have direct influence --on things like the proposed 23% increase of your DWP bill and much more.

IF Councils had in-put --from stakeholders, enough to exert their power: perhaps, e.g., a fireman, who quit for "harrassment" on detecting pet food in a dish --after he spent months taunting another fireman, would NOT have received over Two MILLION "gift" --from LA City Council --from us, residents of Los Angeles. CC members: Saw the evidence, voted to give him the money anyway. Mayor V? Vetoed the payment --the first time; signed the check, the second time.

Ditto: Fast hired/fast fired transportation 'chief' --imported by Mayor V from another state, even though she had no actual "Transportation" experience, but exited with $95,000 'bonus' anyway, thanks to Council member Bernard Parks --and Los Angelenos' 'reps.' Did YOU ever receive a bonus for failure to perform? NOT in the real world....

It is OUR money they are spending; our life they are affecting. People, after they asked for our vote, sitting on City Council: NEED to hear from the people they are Supposed to represent. NC SHOULD be: our voice. --That begins with you, and neighbors.

You cannot get Eric Garcetti on the phone, I tried, long ago; he Might show up at a community event, in between his on-camera elbow-hugging appearances with Mayor V., but, believe it, you can't have dialogue with him then either.

But you can reach: your region's board member --entire board. --Too much graffitti -not enough Neighborhood Watch -more meadow -too many speeding cars -perfect spot for planting flowers -stop that condo-conversion -too many cell-phone towers -not enough bicycle racks -parking meters going in front of residences? Speak up --contact!

Of the multi-thousands who live in Silver Lake: not even 1% go to once-a-month general or to committee meetings. Don't know about Neighborhood Council --still believe 'Can't fight city hall'? Get involved. SLNC publishes dates of meetings on the website, SEE: link in Sidebar, and I published, here, nearly every month last year.

If you don't speak up --put your body where your thoughts are: City Council, City Hall will keep on keeping on --ignoring you.

Already know about Silver Lake Neighborhood Council? Where are you? Want to preserve Silver Lake buildings? --Fill reservoir with trout? --Improve traffic flow -more bicycle paths -a park for kitten equality with dogs --Jacaronda trees around entire boundary --bury overhead utility wires --Styro-foam-free zone --thatched fire-proof roof Housing code?

Get Moving! Get involved. Hook up with a neighbor: show up --at a meeting. Following month: bring Two new neighbors, who each bring a neighbor the following month. If you don't: Who will?

Don't know any neighbors? Then they don't know you either, but you have something in common: you live/work in Silver Lake daVine. Say 'hello' --to a senior adult, a young adult, the not-your-type, the crabby, the interesting customer --invite to a meeting. --Who doesn't like getting invitation?

Think. If you got acquainted with one neighbor, who introduced you to another, eventually entire block of neighbors got together on an issue: united front, powerful....

Did you know: to sway a US Senator on an issue --no matter how many lobbyists have visited, tried to influence, takes only 100 individual letters? You, and 99 others, could rule, lol....

Nobody Has Sung: SL Election Ain't Over --Yet

Results
Results of Silver Lake Neighborhood Council Election, held September 29, 2007, have been held up, as already noted in this blog, due to challenge.

LOS FELIZ LEDGER revealed details of the hold-up to seating the new Board: two challenges.

Rules...
First Challenge: involves Region #7 with candidates Noah Stein and Renne Nahum; Stein charging opponent campaigned in a polling area. All the previous years the voting booth was set up at the school, with candidates permitted only on the sidewalk, not past a posted sign, so it was easy for everyone to see, follow the rules. This year voting was moved to Bellevue Park --a stop on the proposed DASH bus route, to make voting accessible, easy for new voters, which possibly caused some natural (?) confusion? We will see.

The other shoe...
Though similarly about violations, the nature of the other challenge is quite different sort. Did a candidate spam voters? The Chair of SLNC Election Committee, Leanna Dickstein has Filed Challenge in an At-Large race. Did the candidate use protected e-mail addresses to spam stakeholders during the campaign?

Election Challenge filed by the Chair is surprising, for a few reasons.

The Challenge: did candidate Jason Lyons use SLNC mailing list --e-mail addresses of those who subscribed to SLNC Notices --to turn subscribers into potential voters?

Jason Lyons was elected to a seat on the first Silver Lake Neighborhood Council board and also ran for a second term on the board. Wanting to continue, apparently, but as per provisions of the charter, was Termed out, so this year he ran for one of the At-Large seats on the board. He has been charged with using the mailing list of SLNC for campaign purposes --to solicit votes.

During both of the first two elections: Jason Lyons sent e-mail asking for votes --more than once, in each election, with some e-mail also reminding 'to vote.' After those elections: Lyons used the same e-mail addresses to thank stakeholders for his election to the board.

If Lyons was not allowed to use e-mail addresses of SLNC in his third election run: why did he use the Council's e-mail list the first two elections?

If he was not permitted to use SLNC's e-mail list at all: Why wasn't he challenged in either/both previous election?

Why No Other board members or candidates running in first two elections sent e-mail solicitation for votes?

Why was Jason Lyons the only candidate to use the SLNC mailing list --in three elections?

Were candidates in first two elections and Election Committee chair unaware of Lyons' use of SLNC's mailing list?

Jason Lyons received enough votes to get elected to the board a third time. If his opponents had also had access to the SLNC mailing list: what would have been the out-come?

Chair Dickstein has made an important challenge: if Silver Lake stakeholders sign up/subscribe to receive SLNC notices , but addresses are used in other --non-sanctioned ways --as spam --who will be willing to subscribe?

Stakeholders: don't expect to be spammed --by their 'own' --privacy compromised, not even for a local election --at least: not without being asked/giving permission --First.

Stating How an e-mail address will be honored, Privacy Policy: a basic tenet of even the most primitive, basic website. It is why, for example, no one should use Yahoo.com for e-mail, as they state that their Policy is to gather personal information on users --and give it to advertisers. --Yahoo also: gave personal information of e-mail users to: the feds --when the feds merely asked for it, enabled spying on American citizens in violation of Bill of Rights and the Constitution and federal law, nevermind decency, without court supervision or warrant. Now: their lobbyists, along with AT&T are lobbying to get Congress to give them Immunity from prosecution for breaking those laws. If At&T, Yahoo, Verizon, etc. thought they didn't break any laws: why do they want Immunity now?

If SLNC mailing could be used for a candidate running for elected office, could someone else decide it would be "okay" --to give the mailing list to a political Party --to sell it --to trade it for some personal gain? --Just to 'cover' expenses for running campaign? Where is: End Point of that "logic"?

Over the past few years: Jason Lyons has sent e-mail about subjects separate from SLNC elections, e.g., regarding City political and election issues. On complaint of receiving such e-mail: Lyons has criticized those who complained. This author has had First-hand experience with this.

Region #7 Challenge to election: if error committed, might have been caused by ordinary human error, not calculated intent, depending on the details.

On the At-Large election: the community owes Chair Dickstein
'thanks' for making no doubt difficult formal Challenge on an important issue, whether or not it involves a neighbor.

Silver Lake daVine remedy?
-Either ALL obey the rules or none of us will.

-When the Final Judge issues decision: it will set precedent. If the Final Judge determines Jason Lyons used SLNC mailing List improperly --without permission, unfairly, he should step out, not be allowed to hold office, and relinquish the seat to the candidate with next-highest number of votes.

-I don't know what the Charter says, but it seems reasonable: if Final Judge decides for Challenge/against Jason Lyons he should not be allowed to stand in the next election either, for any office on the SLNC Board.

-There are people on the Board, including ex board member Jason Lyons, who bring a great deal to the job of running Silver Lake's Neighborhood Council, including knowledge, passion, intelligence, experience and not least: willingness to do the job. Should they be 'dropped' because of a sentence in the Charter on limits of term?

Limiting the term of a job in Sacramento: has resulted in no networking or long-term relationships; constant inexperience/ignorance of procedures, no over-view, no accountability and Interminable "seat-hopping" --people hop from office to office, even to a job/office for which they are un-suited. Chaos, irresponsible spending, disaster and rise in unnatural amount of power ceded to governorship.

Could a newbie have stepped into the presidency and successfully won WW II?

Could a SLNC board made up of newbie members: successfully oppose Los Angeles City Council mis-management of funds --proposed DWP 22% tax rise to pay already over-paid DWP managers; challenge mis-management and archaic DWP practices? Do stakeholders need experienced people to represent neighborhood issues to City Council? --Take back power --force City Council members to Pay Serious Attention to local preferences? Once elected: a City Council member isn't even reachable, nevermind responsive to local issues --after the votes are counted.

This blog calls for:
Strengthening, empowering Neighborhood Councils by deleting Term Limits from Silver Lake's NC charter --and all NC charters. If passionate intelligent knowledgeable stakeholders are allowed to stand for re-election --and succeed, they may be able to present a united front to challenge elected city politicians --challenge things like Mayor V's intention to slap 10% tax on Los Angeles telephones --City Council's intention hit us with 22% hike for garbage, services, etc., while they do nothing to streamline government or make it efficient.

-Let's put elimination of Term Limits on our next SLNC election ballot. New people can always stand for election against any member and if a member stops being effective or responsive, can easily be voted off the board.

But let's Not decide in advance that a person doing well at a job they want to continue doing: should be arbitrarily removed. Let's make some lemonade out of some nasty lemons. That would be, yup, Silver Lake daVine....
